How to always allow calls/messages

If the "Contacts" app and "Messages" app are set to "Always Allowed," phone and text messaging functions will remain available regardless of any blocking conditions.
Policy Setting → Apps → App Rules → Device Default Apps → 'Contacts (or Phone)' and 'Messages app' → Always Allowed
If the "Contacts" app is set to "Always Allowed," the "Block Incoming/Outgoing Calls" function will not work, as this setting indicates that you do not wish to block phone functions.
