Can certain apps always be allowed?

You can set specific apps to never be blocked under any conditions.
Setting Apps to "Always Allow"
Rule Settings → Apps Tab → Search for App → Select "Always Allow"
Preventing Calls / Text Messages from Being Blocked
1) Calls: Contacts App → Select "Always Allow"
2) Texts: Messages App → Select "Always Allow"

Apps set to "Always Allow" can be used 24 hours a day without restrictions. If you want to allow unrestricted use during the day but have them blocked during late-night restriction hours, please use "Always Allow during Allowed Hours".
